iGoBy allows you to set reminders based on geographic location, which will pop-up when you go by. It utilizes an optimized GPS mechanism, so it can provide you with a precise and power-efficient experience.

Do note that continued use of GPS running in the background can dramatically decrease battery life. That said, I have made every effort to decrease GPS usage to the bare necessity, and I feel the resulting drain is minimal. If you believe this to be untrue, let me know.
